The One Piece manga has been exploring the God Valley incident in a lot more detail, and fans can’t get enough of it. The flashback, while bringing focus to pirates like Rocks and Roger, also shines some light on members of the World Government.
This flashback showcases who might be the three strongest members of the World Government. The strongest is without a doubt Imu, and the two most powerful after him seem to be Gunko, God’s Blade, and Garling Figarland, a new Gorosei. These three are set up to be huge in One Piece’s final saga and the best of the World Government.
Imu is the Strongest Of the World Government

One thing all One Piece fans can agree on is that Imu is the strongest character of the One Piece series, and not only the strongest of the World Government. After all, Oda is setting up Imu as the biggest threat that will eventually be faced by Luffy and his allies.
Imu is still a huge mystery, but their power has been teased quite a bit in Elbaf. Imu took over Gunko’s body and showcased some of their abilities, such as Domi Reversi, or Demonic Contract. Imu was also able to take down the likes of Dory and Broggy in a second. This just goes to show how powerful Imu is.

The Strongest Holy Knight
Imu aside, the strongest, or at least one of the strongest, of the World Government is Gunko. Currently, in the story of One Piece, Gunko is a member of the Holy Knights. She arrived in Elbaf with Shamrock, and the latter stated she could defeat Loki even if he was unchained — a huge statement, as it took Shanks to defeat Loki.
Gunko wasn’t always a Holy Knight, however, and during the Elbaf flashback, she was known as God’s Blade. Gunko is Imu’s right hand and is often by their side. This means that, at the very least, Gunko should be on the level of a Yonko, if not stronger.
Figarland Garling Is A Powerful Threat

Figarland Garling is another impressive member of the World Government, and easily one of the three strongest. Garling was, for a long time, the leader of the Holy Knights and was recently promoted to Gorosei. It wouldn’t be a wild statement to say that Garling might end up being the strongest of the Five Elders, and possibly even without having immortality or a Yokai ability.
