City Tycoon is the core system of NTE, which Appraisers unlock to manage their city. Esper Chiz will help you unlock the feature after a brief encounter at Pink Paws Bank during the Good Morning Hethereau mission. The feature facilitates the management and access to all your owned Properties and Vehicles, and will help you unlock the Hobbies and Hunter Exchange.
How To Unlock City Tycoon In NTE (Neverness to Everness)

To unlock the City Tycoon feature in NTE, follow the main quest until you get the Good Morning Hethereau mission. It’s right after you remove the anomaly in the photo studio.
Speak to Adler, and you’ll get a mission to go to the Bridge Crossing Plaza. There, you’ll meet Chiz, who introduces you to the City Tycoon feature. Each Tycoon level rewards Appraisers with Annulith, Hunter EXP, and many other materials in NTE.
City Tycoon Rank In NTE (Neverness to Everness)
To level up City Tycoon in NTE, you must complete certain quests and obtain Fons. The required Fons for each level doesn’t decrease if you spend your Fons, since it is a fixed sum of money you earn throughout the game. Here’s what levels 1 to 30 require:
