In a move that signals the regulator’s heightened focus on this issue, the KSA filed more than 4,600 reports with Meta in April 2026, aiming to tackle the growing number of illicit gambling ads. These ads are frequently linked to unlicensed gambling operators and are considered a major concern for consumer protection in the Netherlands.

KSA Takes Action Against Unlicensed Gambling Ads

The surge in illegal gambling promotions on social media has prompted the KSA to take action. Unlicensed operators are often using high-profile Dutch athletes and well-known brands’ logos to lend false legitimacy to their operations. This tactic confuses consumers, making it difficult for them to discern which gambling sites are licensed and trustworthy. With social media’s vast reach, these ads can easily target large audiences, making it imperative for regulators to act quickly to have them removed.

In addition to intensifying its reporting efforts, the KSA works closely with a variety of stakeholders, including public authorities, platform representatives, and private sector companies. This collaboration aims to ensure faster removal of these illegal ads and protect consumers from being misled by these deceptive practices. The KSA’s efforts to tackle illegal gambling ads are aligned with its broader strategy to curb the influence of offshore gambling entities operating outside the scope of Dutch law.

Ongoing Collaboration to Combat Illegal Gambling Ads

The KSA’s recent actions are part of a broader initiative to strengthen the enforcement of gambling regulations. This collaborative approach involves not just the KSA, but also other public authorities, media companies, and private sector firms. Recently, the KSA hosted a meeting where insights were shared on how to enhance the fight against illegal ads. One of the key discussions centered on protecting famous Dutch figures from being exploited in illicit gambling campaigns.

The KSA has already seen some success in this area, including a reduction in the number of illegal gambling ads appearing in Google search results, thanks to a joint effort with other authorities. In 2025, this initiative led to a significant decrease in illegal advertisements on various platforms. The KSA’s efforts are not just about removing ads but also addressing the infrastructure that enables these illegal operators, with social media playing a central role in this ecosystem.

Underage Gambling Ads: A Persistent Issue

The KSA is also confronting the issue of underage gambling ads, which have been a persistent challenge in the Netherlands. The government implemented a ban on untargeted gambling advertising in mid-2023, aiming to protect minors and young adults from gambling-related harm. Despite these regulations, a recent study found that 11.2% of the gambling ads reviewed from Meta’s Ad Library targeted individuals between the ages of 18 and 23, many of whom are still in their late teens.

The study revealed that while licensed operators complied with the age restrictions in most cases, non-compliant ads were more prevalent among those linked to offline license holders. This discrepancy highlights the ongoing challenges faced by regulators in ensuring that ads are targeting only those who are of legal gambling age.

The Debate Over a Complete Gambling Ad Ban

The KSA’s actions have sparked debate over the future of gambling advertisements in the Netherlands. In 2023, the Dutch government signaled its intention to explore a full ban on gambling ads, a proposal that has sparked concern among industry groups. According to Björn Fuchs, the chairman of the trade body VNLOK, a total advertising ban could push gambling activity back into the black market, undermining the effectiveness of the country’s current regulatory framework.

While some lawmakers support the ban as a way to curb problematic gambling behavior, others warn that such a measure could drive operators to operate outside of the legal framework, making regulation even more challenging. As the government continues to weigh the potential effects of a full ban, the KSA remains focused on its mission to protect consumers and ensure that gambling activities are conducted in a safe and regulated environment.
