Right at the start of the God Valley flashback, King Harald was revealed to be the greatest king that the country of Elbaf had ever seen, and a big reason for this was his incredible Haki. In fact, in his first-ever meeting with Xebec, the two clashed in Marijoa with their unparalleled Haki and created a shockwave that was 5km in diameter, which is the biggest ever seen so far.
Over the years, Xebec and Harald battled quite often, though it always ended in a stalemate, which shows that the King of Elbaf was one of the greatest users of Conqueror’s Haki in history. Of course, Loki did kill him in the end, but this was only done due to Harald not even fighting back and allowing it to happen.

During the God Vallet Incident, Xebec singlehandedly took out the entire force of the Gods’ Knights and his Haki-infused sword swings were so destructive that Garling himself was having a tough time regenerating from them.
