Prior to Naruto Uzumaki’s unexpected sealing in Boruto, the Seventh Hokage was undoubtedly the strongest ninja in the entire franchise. The shinobi world enjoyed a long period of peace and stability under Naruto’s leadership, as his overwhelming strength and respected reputation helped keep potential threats at bay.

10 Strongest Characters In Boruto, Ranked
From the father to the son and all of the many figures in between, these are the strongest characters in Boruto.
It comes as no surprise that plenty of Naruto and Boruto characters, regardless of generation, have failed to surpass Naruto Uzumaki, despite their remarkable growth and powerful abilities. They may have grown stronger, but these characters still fall short of Naruto’s power level.

Hinata Hyuga’s Strength Remains Well Below Naruto’s Level
Hinata Hyuga has been a devoted wife and mother to Naruto and their children in Boruto, largely stepping away from her former life as an active shinobi. Instead of fighting on the front lines like before, Hinata has been content with supporting her family from the sidelines, even though she is still capable of holding her own in battle.
That’s why it isn’t difficult to conclude that Hinata still ranks below Naruto in terms of overall strength. Her lack of combat exposure, on top of the new power-ups available to other characters, makes it difficult to see how she could compete with Naruto’s overwhelming abilities.

Konohamaru Sarutobi Has the Potential but Not the Power to Surpass Naruto
Trained by Naruto Uzumaki himself, Konohamaru Sarutobi genuinely has the potential to surpass his mentor in Boruto. However, his combat performance in some of the series’ most intense fights has been underwhelming, making it questionable whether he can meet the power standards expected of him.
So far, Konohamaru’s power level in Boruto remains far below the version of Naruto who lost Kurama at the cost of Baryon Mode. Although he did well in generating a massive Double Rasengan against a Shinju Clone, this feat alone isn’t enough to close the enormous gap between him and Naruto.

Kakashi’s Power Loss Keeps Him Below Naruto
Gone are the days when Kakashi would toy with Naruto, whether during their training sessions or in battle. The former mentor of Team 7 has been enjoying his time away from Konoha’s affairs since retiring as the Sixth Hokage, allowing him to step back from the responsibilities that once consumed much of his life.
In addition, Kakashi has lost some of the significant powers that once made him a formidable shinobi, leaving him weaker than many of his former students, especially Naruto, who clearly surpassed him. In the Boruto manga, Kakashi remains largely absent from the story. Although the author has previously hinted at his important role in the future, there is little reason to believe that his current strength is enough to put him above Naruto.

Shikamaru Nara Can Outsmart Naruto but Still Can’t Outfight Him
Other than Sasuke, Shikamaru is one of the people who knows Naruto best, having fought alongside him and witnessed his growth firsthand. He also served as Naruto’s adviser during his time as the Seventh Hokage, supporting him in the crucial responsibilities and decision-making that came with leading the Hidden Leaf Village.
While Shikamaru has grown stronger, even going so far as to become the interim Hokage in Naruto’s absence, his abilities still pale in comparison to those of the Seventh Hokage. He may have the intellectual advantage, but in an all-out fight where strategies will only take Shikamaru so far, Naruto’s overwhelming abilities would give him the decisive victory.

Gaara’s Difficult Fight With Matsuri Doesn’t Put Him on Naruto’s Level
Gaara is now far removed from the aggressive version of himself seen during his younger years. He also lost the Tailed Beast inside him, stripping him of Shukaku’s chakra and further limiting his combat potential. This doesn’t mean Gaara has become weak, as he remains a powerful shinobi who has continued to protect the Hidden Sand Village as its Kazekage.
That said, Gaara is more than capable of holding his own against a Shinju Clone, albeit with difficulty, as shown during his encounter with Matsuri. Despite this impressive showing, Gaara remains below Naruto, who would likely have put up a much stronger fight against Matsuri while preventing anyone from being used as a chakra source for another Shinju Clone.

Sakura Haruno’s Lack of Major Fights Keeps Her Below Naruto’s Level
Despite Sakura Haruno’s crucial role as a member of the original Team 7, she rarely appears in Boruto, particularly in the manga, where she has had little to no involvement in Konoha’s affairs, even when Sarada, Sasuke, or her old friends find themselves in serious trouble.
This makes it difficult to get a clear grasp of Sakura’s current power level, considering that most of her time and attention are now devoted to medical duties. While many fans are still expecting to see Sakura stand up and prove that she remains a powerhouse in Konoha, Boruto has yet to give her many opportunities to show off her abilities. For this very reason, Sakura still ranks below Naruto and Sasuke, as she simply hasn’t shown enough to prove that she can match either of them in battle.

Naruto Has Consistently Outperformed Sasuke Uchiha in Boruto
There seems to be no end to the Naruto and Sasuke debate, with fans constantly arguing over which of the two legendary shinobi is stronger. In Boruto, however, it’s quite clear that Naruto still has the edge over Sasuke, especially when comparing their respective feats and abilities in their current circumstances.
Before Naruto and Sasuke lost their most significant power-ups, it was usually Naruto who ended up taking on the series’ biggest villains, even when the two fought together. For instance, Naruto unlocked Baryon Mode at the most crucial moment of his battle against Isshiki, ultimately leaving Sasuke watching from the sidelines as Naruto outmaneuvered the powerful enemy alone.
