It is not surprising to any One-Punch Man fans that this creature was considered an above Dragon Level threat.

Garou
First introduced as a man with a deep hatred for heroes and their subjective sense of justice, Garou was once Bang’s pride and hope for a better future. He was an extremely talented youngster with the potential of one day surpassing even his master. After falling victim to God’s manipulation and physical alterations, Garou became a true monster, powerful enough to erase humanity if he so wished.
While his fighting abilities were already deadly in his awakened form, what made him such a dangerous fighter was his ability to instantly adapt and grow whenever he received any kind of damage. Garou has so far been the only monster to ever force Saitama out of his comfort zone. He is objectively one of the best hand-to-hand brawlers in anime, as well as the best fighter in the series so far.
