The NYPD on Friday released both body-worn camera footage and surveillance footage that show Immigration and Customs Enforcement agents racing up to undocumented immigrant Oscar Belgal’s car before he was shot and wounded, and cops frantically rushing him to the hospital.
One ICE agent fired seven rounds into the silver Honda Civic at about 4 p.m. on Marble Hill Ave. near W. 225th St. in the Bronx, striking Belgal in the neck as his 5-year-old son sat in the vehicle’s backseat, officials said.
The surveillance footage shows Belgal in his car by a fire hydrant while two ICE agents approach with weapons drawn. Instead of surrendering, he speeds off.
A second video shows the shooting, which is off camera, and agents swarming the area as stunned residents try to run away with their hands raised.
The NYPD body-worn camera footage shows three uniformed NYPD officers responding to the chaotic scene following the shooting, where they find Belgal, 28, sitting on the street with his hands cuffed behind his back while ICE agents surround him. A crowd of angry bystanders is seen heckling the agents.

One agent wearing a dark-colored hooded sweatshirt with the hood up, blue jeans, and gloves with a skeleton graphic on them is seen standing beside Belgal, with one hand pressed against the wounded man’s neck.
“ICE is shooting people?” one man is heard yelling in the background. “Get the f— out of here!”
Another ICE agent is seen in the footage, dressed in a yellow construction vest, with a badge hanging around his neck, talking on the phone beside Belgal while holding an assault rifle at his shoulder.

One NYPD officer is heard in the video pointing out that there is an ambulance, “right there.”
The officer then walks over to the unmarked black car they arrived in and says, “Are we putting him in or what?”
The cop goes back to Belgal, urging the other officers to bring him to their car, saying, “Come on, come on, come on.”
At least two of the NYPD officers grab Belgal and carry him over to the car where they place him in the backseat.
“Yo, put pressure, put pressure,” one officer is heard saying to the others.
The footage shows the officer driving the car in reverse down the block with the car’s sirens on, and then continuing to New York Presbyterian Allen Hospital.
“Put pressure, put pressure,” the cop repeated during their short ride.
A woman’s voice is heard on a radio asking the officers, “‘Is the person likely [to die] or not likely?’” and one officer responds, “‘Likely… Unknown. I don’t know.’”
A second officer chimes in, “‘Unknown at this time. He’s still breathing and conscious at this time.’”
Upon arriving at the hospital, the officers are captured pulling Belgal from the car and carrying him inside.
Belgal, whose wound was superficial, according to the Department of Homeland Security, was treated and taken “out of the city” to be deported, ICE officials said Friday.

The Department of Homeland Security said on X that the wounded man was “a criminal illegal alien from the Dominican Republic” that ICE had been searching for.
Mayor Mamdani said the boy was in the backseat of the SUV when ICE agents, who were wearing “construction vests and masks that concealed their faces,” started firing.

“There was no reasonable way to identify them as ICE agents,” Mamdani said. “Thank God, that child is physically unharmed. For the past two hours, I have been on the phone with President Trump and (U.S. Secretary of Homeland Security Markwayne) Mullin, negotiating the release of the man ICE agents shot. Those negotiations were unsuccessful.”
