Germany Introduces New Tiered Limits for Online Slot Stakes!

The revised rules took effect on July 1, 2026, representing the first change to the country’s online slot stake ceiling since the regulated national market opened in 2021 under the Fourth Interstate Treaty on Gambling.

The Joint Gambling Authority of the Federal States, known as the GGL, introduced the adjustment through powers contained in the Interstate Treaty on Gambling. Those provisions allow the authority to change stake limits when market conditions warrant a regulatory response. The new framework links the permitted amount per spin to a customer’s age and recent gambling record.

Age and Player History Determine the Maximum Stake

Players younger than 21 remain subject to the previous limit of €1 per spin. Customers aged 21 or older can place stakes of up to €3 per spin under the revised framework. Access to the highest limit requires an additional assessment period.

A player may qualify for a maximum stake of €5 per spin after completing 90 days without displaying indications of harmful gambling activity. This qualification requirement means the top limit does not apply automatically to every adult account. The regulator has therefore retained a lower ceiling for younger customers while allowing higher stakes for eligible players whose recent activity shows no signs of harmful gambling.

The change is intended to strengthen the appeal of Germany’s licensed online gambling market as offshore operators continue to accept customers from the country. Licensed companies have long argued that the former €1 cap made regulated platforms less attractive to some players, particularly when unlicensed websites offered fewer restrictions.

Germany still applies extensive controls to online gambling. Licensed slot operators must enforce delays between spins and comply with the applicable stake ceilings. They also use centralized systems that support affordability monitoring and player protection requirements introduced with the regulated market.

Entain Supports the Revised Betting Structure

Entain, which runs the Bwin brand in Germany, welcomed the GGL’s decision. Simon Priglinger-Simader, senior regulatory affairs manager DACH at Entain and vice president of the German Online Casino Association, said the adjustment showed that state authorities were prepared to review how existing rules function in practice.

“We expressly welcome the decision of the Joint Gambling Authority of the German states. It sends a positive signal for the regulated gambling market in Germany.

“The federal states are demonstrating that they regularly review the practical impact of existing regulations and make adjustments where necessary to achieve the objectives of the Interstate Treaty on Gambling.

“This includes, in particular, channeling players into legal and state-supervised offerings,” he added.

His comments linked the higher limits to channelisation, which measures how much gambling activity takes place with licensed operators. Supporters of the change expect more competitive stake levels to encourage customers to use platforms supervised by German authorities.

Channelisation Figures Remain Under Discussion

The GGL reported in its 2025 market activity report that licensed operators accounted for 77% of online gambling activity. Some regulated companies have challenged that estimate because they use different methods to calculate the share of play taking place in the legal market.

Priglinger-Simader said the revised limits marked a useful step while indicating that the current regulatory framework may still require further changes.

“Experience from recent years has shown that overly restrictive regulations lead players to resort to unregulated black market offerings, where neither German player protection standards nor official controls apply,” he added.

“This share is steadily growing and is now already in the mid-double-digit percentage range.”

He also said: “We hope that this decision will encourage more players to return to the regulated market.”

The revised structure preserves the €1-per-spin ceiling for customers under 21 and establishes a €3 maximum for older players. The €5 level remains limited to customers who complete the required 90-day period without showing signs of harmful gambling activity.

The framework reflects a stronger regulatory focus on directing gambling activity toward licensed websites. Operators have maintained that severe restrictions can encourage customers to use platforms outside Germany’s supervised market, where domestic controls and player protection standards do not apply.

The GGL is expected to add updated frequently asked questions about the new stake limits to its official website in the coming days. Those materials should provide further guidance on how operators and players must apply the revised framework.
