Inpay A/S has agreed to halt new relationships with online gaming companies after Denmark’s financial regulator found shortcomings in the payment provider’s anti-money laundering controls.
The restriction follows a March inspection by Finanstilsynet, which examined how Inpay handles AML requirements for customers in its iGaming business. The regulator described the findings as “serious violations of the Money Laundering Act” and will require evidence of corrective action before Inpay can expand its gaming customer base again.
The case centers on the way Inpay assessed and documented relationships with iGaming businesses, particularly customers considered more exposed to money laundering and terrorist financing risks.
Cross-Border Customers Draw Regulatory Attention
Inpay operates under Denmark’s Payments Act as an e-money institution. The company provides international cross-border payment services as an alternative to traditional SWIFT transfers and serves customers including corporate businesses, financial institutions, crypto enterprises and online gaming companies.
Finanstilsynet said Inpay could not provide enough evidence that it had completed the required level of customer due diligence for its iGaming customers.
The inspection identified shortcomings in determining the purpose and intended nature of certain business relationships. Inpay also failed to carry out adequate assessments of business customers classified as presenting higher money laundering and terrorist financing risks.
The regulator said the scale and characteristics of the affected customer base increased the significance of the findings.
“The Danish FSA assesses that the violations are serious, and that the scope and type of customer, including the complexity of ownership structures and activities across many countries, are aggravating factors in terms of how significant the violation is,” the authority stated.
Finanstilsynet further said the deficiencies involved “the majority” of Inpay’s iGaming portfolio. It pointed to the particular money laundering exposure associated with online gaming customers, adding that most of those businesses were based outside Denmark and often outside the EU.
“These customers operate within online gaming, which is an industry with an increased risk of money laundering, and the majority are located outside Denmark and often outside the EU.”
New iGaming Business Remains Suspended
Rather than continuing to establish new relationships while addressing the findings, Inpay has agreed to voluntarily stop taking on new online gaming customers. The company must produce documentation showing that it has improved its AML procedures and present that material to Finanstilsynet.
The regulatory measure applies specifically to new agreements involving iGaming companies. Inpay’s status as an e-money institution and its wider business activities remain outside the scope of the restriction described in the supplied material.
The regulator’s concerns relate to customer assessment rather than the mechanics of Inpay’s international payment service. The March inspection focused on whether the company could demonstrate that it understood the nature of its relationships and properly assessed customers carrying higher risks.
For Inpay, the immediate issue is therefore the evidence required to satisfy Finanstilsynet. Until the regulator is satisfied that the identified weaknesses have been addressed, the company will remain unable to establish new business relationships within the online gaming sector.
