In the chapter, Silver Axe was on Hachinosu solely to join the Rocks Pirates. It is also possible that he wanted to clash with Shiki, whom he was rivals with.

Interestingly, when Silver Axe was kicked by another pirate, his body grew in size much like Urouge. So, there’s a chance that Silver Axe was the previous user of Urouge’s Devil Fruit, which increases the physical strength of an individual depending on the damage they receive. The Devil Fruit would certainly suit an axe-wielding maniac like Silver Axe. Considering he was able to join the Rocks Pirates, it’s highly likely that he had excellent control over his ability.
