Water 7 Helped To Set The Stage
The Enies Lobby arc takes place after the events of Water 7, where the Straw Hat Pirates end up getting caught in the wicked plan of Spandam and CP9. They wanted to get their hands on the blueprints of Pluton, one of the Ancient Weapons with the power to cause widespread damage. They knew it wouldn’t be easy to obtain the prints, which is why they agreed to go undercover and gain the trust of Iceberg. For years, Lucci and his group remained undercover to get closer to Iceberg and uncover the location of the blueprints. Finally, their plan came to fruition in the Water 7 arc, where they captured Franky, Nico Robin, and the blueprints.
The reason why Enies Lobby is so amazing is because of all the events that happened in Water 7. The World Government got its hands on the blueprints as well as Nico Robin, both of whom had been eluding them for decades. Furthermore, Luffy and his crew were unable to do anything against their opponents, something that fans rarely got to experience. When the Water 7 arc concluded, the stakes were at an all-time high, and fans couldn’t help but feel excited for Enies Lobby. The tension between Usopp and Luffy only added to the excitement.

As previously stated, the Water 7 arc laid the groundwork for the Enies Lobby arc. If things had not turned out how they did in Water 7, then there’s a good chance that Enies Lobby would have been just another great arc and not hit the levels that it did. The Enies Lobby arc wasn’t just a battle between the Straw Hats and CP9, but it was rather a demonstration of the struggle between the good and the bad. The Cipher Pol agents had not only taken Robin, but they had also taken away Franky. Furthermore, they had beaten up Iceberg, arguably the most loved person in Water 7. That’s why the members of the Franky family and Galley La accompanied the Straw Hats.

When the Straw Hat Pirates reached Enies Lobby, Spandam warned them of the repercussions, and he also clarified that any further transgression would be severely punished by the World Government. However, Luffy was only concerned about rescuing Robin, so he asked Sogeking to shoot down the World Government’s flag. It was a declaration of war against the organization, and it instantly became an iconic moment.
The Enies Lobby arc also had some amazing fights between the two sides, with Lucci vs. Luffy and Zoro vs. Kaku being the most iconic. However, the main highlight of the arc was Robin’s development as a character.
She spent most of her life running away from the authorities, but seeing the dedication of the Straw Hats, she finally decided that life was worth living.
Robin had found a home and people who would risk their lives for her. The arc also included a Buster Call, which was used by Spandam to stop the Straw Hats. For Nico Robin, it stirred up some unpleasant memories. The last time she was in one, her entire island was destroyed. However, the second time things were different. The Straw Hats protected her with their lives.

The Enies Lobby was one of three main facilities of the World Government, which is why it was heavily guarded. When the Straw Hat Pirates and their allies defeated CP9 and the Marines, it triggered a chain reaction. The World Government became wary of Luffy and his crew’s power. The organization increased the bounties of the Straw Hats, which added to their infamy.
The destruction of Enies Lobby was a slap in the face of the World Government. The organization received a major reality check, and the higher-ups realized that they had to be careful. Otherwise, it wouldn’t be long before they would become the laughingstock of the world.
