The Cipher Pol agents had not only taken Robin, but they had also taken away Franky. Furthermore, they had beaten up Iceberg, arguably the most loved person in Water 7. That’s why the members of the Franky family and Galley La accompanied the Straw Hats.

When the Straw Hat Pirates reached Enies Lobby, Spandam warned them of the repercussions, and he also clarified that any further transgression would be severely punished by the World Government. However, Luffy was only concerned about rescuing Robin, so he asked Sogeking to shoot down the World Government’s flag.
