NYPD cop arrested for beating cuffed man in Brooklyn stationhouse cell

A Brooklyn cop has been arrested for a caught-on-camera beatdown of a handcuffed man inside a holding cell at an NYPD precinct stationhouse, officials said.

Former Det. Raymond Ng — who was demoted to police officer after the attack — allegedly pushed the handcuffed prisoner into a cell at the 76th Precinct stationhouse in Carroll Gardens before following him inside and violently attacking him, according to Brooklyn prosecutors.

“We expect our police personnel to carry themselves with integrity and respect for others, even when provoked,” said Brooklyn District Attorney Eric Gonzalez. “This defendant allegedly failed that duty and violently attacked a handcuffed and helpless prisoner inside a police precinct.”

The victim, 49, was surrendering himself on assault charges at the Union St. stationhouse near Hicks St. when Ng placed him in handcuffs on the morning of Jan. 19, prosecutors said.

Stationhouse surveillance video recorded Ng leading the victim to a holding cell where he started to remove his handcuffs, only to stop and then shove the man still cuffed into the cell, prosecutors said.

The detainee appears to spit at Ng as he shuts the door, leading the former detective to enter the cell and repeatedly punch the man while gripping a padlock in his right hand.

Ng then throws the victim into a wall and cell door, as he continues the beatdown, prosecutors said.

The victim suffered an orbital fracture, abrasions and bruising during the attack. He was taken to Methodist Hospital for treatment.

The misdemeanor charges that landed the victim in a holding cell have been dropped. He had no prior convictions, prosecutors said.

Ng was charged with assault, official misconduct, menacing and criminal possession of a weapon for the attack. He was released without bail Tuesday after pleading not guilty at his arraignment in Brooklyn Criminal Court.

Ng, who joined the force in 2015, was placed on modified duty and demoted to police officer following the attack.

He was pulled out of the 76th Precinct and was re-assigned to the NYPD’s Housing Bureau, where, until his arrest, he spent his days watching camera feeds from NYCHA housing projects, officials said.

The Civilian Complaint Review Board took in three complaints about Ng for assault, conducting an illegal stop, putting a defendant in a chokehold, and abuse of authority-sexual misconduct, according to the 50-a website. He was exonerated on the illegal stop claim. The other allegations were unsubstantiated and, in one case, his alleged victims refused to cooperate with investigators, the website said.
