ROGA Introduces Responsible Gaming Framework for VIP Programs in U.S. Sportsbooks

These recommendations aim to safeguard player well-being while maintaining rewarding loyalty initiatives for high-value customers.

Dr. Jennifer Shatley, ROGA’s Executive Director, highlighted the importance of aligning VIP incentives with responsible gaming. “Sportsbook VIP programs aim to reward and retain loyal players, and it is essential that these programs are operated with a strong commitment to responsible gaming,” she said. “These programs should support a shared understanding between hosts and players on the value of responsible gaming that fosters long-term loyalty and player well-being.”

A core component of the framework is specialized training for VIP hosts, focusing on recognizing behavioral risk signals, responding appropriately to warning signs, and connecting players to support services. ROGA emphasizes ongoing education tailored to the unique demands of VIP interactions to ensure hosts can effectively contribute to player protection.

In parallel, the guidelines recommend deploying technology to monitor player behavior. Automated systems should identify problematic patterns, such as increased deposit frequency, extended play sessions, or multiple failed withdrawal attempts. When such signals arise, the process should escalate to responsible gaming specialists who may involve behavioral health professionals if necessary.

Communication transparency is also stressed. VIP hosts must consistently reinforce responsible gaming messages, inform players about self-help tools, and respect players’ choices to opt out of receiving promotional offers. The guidelines strictly prohibit extending promotions to individuals who are self-excluded, suspended, or in cooling-off periods.

Furthering transparency, ROGA advises that VIP players be granted access to their activity data—including deposits, wagers, and withdrawals—to help them make informed decisions. Operators should also ensure new VIP entrants are fully aware of available responsible gaming resources during onboarding.

ROGA recommends annual evaluations of VIP programs to measure the effectiveness of responsible gaming integration, collecting feedback from both players and hosts. Several operators have already begun implementing these practices, with full adoption expected within commercially reasonable timeframes.

Dr. Shatley acknowledged the ongoing industry debate about VIP programs, stating, “It is essential to provide research-driven guidance to adequately support these programs to help keep VIP players’ experience fun and recreational.”

ROGA’s latest initiative responds to increasing scrutiny over VIP incentives, particularly concerning players at risk of harm. By embedding responsible gaming principles into VIP engagement, the association seeks to minimize excessive play risks and promote a safer betting environment.

Founded in March 2024, ROGA continues to spearhead evidence-based practices within the online gaming sector, marking this release as a crucial step toward more accountable VIP program management in U.S. sports betting.
