Dragon Ball is a series that is famous for its many transformations as a means for the characters to get stronger. In a few of the arcs since the original series, the main reason why the heroes were able to defeat the villains was because of a transformation that they achieved which made them far stronger than ever before.
Although final forms are definitely the highlights of an arc, there have been a few throughout Dragon Ball whose strength has been a bit low within the context of everything else. Dragon Ball has had many powerful characters undergo powerful transformations, but not every final form lives up to the hype.

Granolah’s Second Red-Eye Form Brought Him Close To Death
Arc: Granolah the Survivor Saga
While this may be a contentious pick for some due to it probably being one of the most powerful transformations in Dragon Ball Super, context definitely matters here. Although Granolah’s strength increased by many degrees when he awoke his second Red Eye and even allowed him to match Ultra Ego Vegeta, ultimately, it didn’t do much for the rest of his fight against the Saiyan Prince.
In practice, Granolah’s evolved state did damage Vegeta quite substantially, but he knew that to truly kill the Prince, he needed to let out an attack that would drain the last bit of his own energy as well, killing himself in the process. While he was still really strong, Granolah’s evolved state wasn’t the arc-ending transformation that final forms are truly meant to be.
Super Perfect Cell Got Defeated Quite Quickly
Arc: Cell Saga
After his suicidal explosion towards the end of the Cell Saga, Perfect Cell would regenerate due to his Namekian cells and would also take in Goku’s power, which allowed him to power up greatly by using a Zenkai Boost. Because of this, he could now use Instant Transmission to come back to Earth, sporting an even stronger form than before.
Despite this increase in strength, Super Perfect Cell was still defeated fairly quickly upon his arrival. Even more, he struggled in a Kamehameha clash against Super Saiyan 2 Gohan, who was only using one arm at the time due to his injury, and had his Ki reserves significantly depleted due to his previous engagements, implying that Super Perfect Cell still wasn’t at his level.

Frieza’s Final Form Was A Plaything For Goku
Arc: Namek Saga
When the Namek Saga rolled around, Frieza was shown to be the strongest villain that the franchise had ever introduced up to that point. Even using his previous transformations, Frieza’s strength was greater than most of his opponents, though his ultimate state came with his Final Form, which managed to make short work of the other Z-Fighters.
However, despite being weaker than him, Goku still managed to keep up against the Galactic Tyrant while in his base form, even proceeding to damage him substantially with a Spirit Bomb. Once Goku went Super Saiyan, the fight was utterly one-sided and led to one of the most iconic beat downs in anime history. Even after unleashing 100% of his full power, Frieza couldn’t touch the Saiyan, making his final form pretty weak within the greater context of the series.
Kid Buu Wasn’t Even The Strongest Version Of Buu
Arc: Buu Saga
Kid Buu goes down as one of the most memorable final villains in the anime, and is known as the true and pure form of Buu who terrorized the universe millions of years ago. However, despite his immense destructive power, Kid Buu wasn’t even the strongest version of Buu in the arc, since Ultimate Gohan-absorbed Super Buu had that honor.
In fact, even in the final battle against Goku and Vegeta, Kid Buu was stated to be even weaker than Super Saiyan 3 Goku, and the only reason the hero couldn’t defeat him was because of the massive stamina drain that Super Saiyan 3 had on him. While not weak at all, Kid Buu was still weaker than a version of himself from earlier on in the arc.

Super Saiyan God Was Forgotten About Quickly
Arc: Beerus the Destroyer Arc
Although the Super Saiyan God form exists as a fan-favorite addition to the franchise, it was ultimately not only overpowered quite early on, but it was subsequently forgotten about in Dragon Ball Super. Born from the Saiyan’s absorption of God Ki, this transformation was meant to be the main one in Super that allowed Goku and Vegeta to fight against Gods.
However, the main showing of Super Saiyan God was Goku’s fight against Beerus, where the Destroyer manhandled the Saiyan like he was nothing. It was later revealed that Beerus was only using a fraction of a fraction of his power to do so, making this Saiyan form ultimately useless for the rest of the series, especially when Super Saiyan Blue was introduced.
